Skanska begins search for subcontractors for LTC

Skanska has begun the proces ifor procuring for a range of subcontractors under its contract for the Kent Roads section of the Lower Thames Crossing.
One of the three main works packages on the £9bn major road project, the Kent roads contract will cover all of the works to the south of the new 4.2km tunnel under the Thames and encapsulater roughly 20km of new supporting roads.
Valued at £450M when National Highways awarded it to Skanska in summer 2023, the works are expected to start in the autumn of 2025, bringing widespread benefits for the transport network across the region.
The roles going out to tender include:
Condition surveyor
Skanska is inviting applications from qualified chartered building surveyors and, where necessary, competent structural engineers to undertake condition surveys on buildings, assets, land and access roads both before and after project completion. The surveyors will be responsible for producing detailed condition reports supported by photographic evidence to inform ongoing project management and asset maintenance.
Material testing contractor
A specialist material testing contractor is sought to deliver comprehensive testing services both on and off-site. The scope includes concrete testing, soil classification, analysis of aggregate physical properties and asphalt assessment. Contractors must be UKAS accredited and hold ISO 9001 certification. Staff assigned to the project are required to hold relevant qualifications and competency cards such as Lantra or CSCS, along with a Highway Passport. Proximity of testing facilities to the project site is also essential.
Temporary vehicle restraint system (TVRS) contractor
The installation and provision of temporary vehicle restraint systems are critical for ensuring safety during construction phases. Skanska requires a contractor able to supply and install BG800 steel barriers or equivalent, HC350 concrete barriers or equivalents, as well as crash cushions and end terminals. Operatives must possess suitable qualifications and competency cards (Lantra - 12AB/CSCS) and hold a Highway Passport.
Fencing contractor
The project calls for the supply and installation of multiple fencing types in accordance with the Standard for Highways series 300, which includes concrete bases and posts. Additionally, specialist security fencing compliant with BS 1722-10:2019 will be required. Skanska will manage traffic control, while contractors will be required to have Sector Scheme Approval. Operatives must have relevant qualifications, competency cards (Lantra/CSCS), and a Highway Passport.
Vehicle recovery contractor
To support the smooth operation of the site, a vehicle recovery contractor is sought with the capability to manage both heavy and light vehicles, with an option to provide an Incident Protection Vehicle (IPV) if necessary. Experience working on the National Highways network is a prerequisite, alongside having depots located near the project area. Relevant qualifications, competency cards (Lantra/CSCS), and a Highway Passport are mandatory for operatives.
Traffic sign contractor
Finally, there is a requirement for a contractor to supply and install temporary scheme billboards in accordance with Skanska’s temporary works design and specifications. The installation involves concrete bases and posts. Traffic management will be provided by Skanska. Operatives must meet competency requirements by holding Lantra or CSCS cards and a Highway Passport.
All interested subcontractors are encouraged to ensure compliance with the specified qualification and operational criteria and to prepare for engagement starting from autumn 2025.
